Robert Pymble Park – proposed changes to traffic flow and parking

Project Overview

Ku-ring-gai Council is seeking community feedback on proposed changes to parking and traffic arrangements around Robert Pymble Park in Pymble. The proposal forms part of a broader program of park improvements already endorsed by the community. We want to hear from residents, park users and anyone who travels through the area.

The one-way Park Crescent arrangement was first raised during the 2019 masterplan exhibition, at which point Council committed to further traffic analysis before proceeding. That analysis is now complete and we are ready to hear from the community.

About the park

Robert Pymble Park is a two-hectare park bordered by Park Crescent and Alma Street, about 100 metres north of Pacific Highway and Pymble railway station. It is well used by residents, families, commuters, tennis players and fitness groups, and we expect it to get busier as more homes are built nearby.

The landscape masterplan

In 2020, Council adopted a ten-year plan to improve the park. Planned works include a new amenities block, upgraded playground, perimeter footpath, better entries, lighting, furniture, underground power along Park Crescent, and changes to the road reserve. Works are delivered in stages as funding becomes available.

The plan was shaped by two rounds of community engagement. A 2018 survey of local residents showed strong interest in a perimeter footpath, along with concerns about the toilet block, lighting and playground. Thepublic exhibition in November 2019, found 83% of respondents supported the plan.

The proposed traffic and parking changes are part of the road reserve works included in the masterplan.

Proposed traffic changes

The changes, depicted in the plan, include converting Park Crescent to one-way clockwise traffic between Post Office Street and Alma Street [north intersection] and the removal of parking on the park side of this road. Alma Street will remain one-way southbound with Park Crescent remaining two-way between Post Office Street and Alma Street [south intersection]. The proposed reduction to a one-way road allows for a footpath to be included around the park in the future (subject to detail design) as proposed by the masterplan.

The direction of travel is different from what was shown in the original 2020 masterplan. Council engaged a traffic engineering consultant to review the original proposal alongside several other options. The clockwise arrangement was selected because it gives the best result for driveway access, emergency vehicle movements and retaining as many parking spaces as possible.

Proposed parking changes

Parking on the park side of Park Crescent would be removed. This makes room for a footpath to be added along that side of the park in the future, closing a long-standing gap in the local walking network. Retained parking on the north side of the park (residential side) will be line marked to ensure driveway access is maintained at all times.

The change will mean that:

  • Park Crescent would reduce from 71 spaces to 46 during peak hours or 57 with off-peak parking permissions — a reduction of 25 spaces at peak times, or 14 off-peak.
  • Alma Street is unaffected — all eight existing spaces are kept.

Council's parking surveys show that not all spaces in the area are used during peak hours. When actual demand is taken into account, the real shortfall under this proposal is 9 spaces at peak times. Those spaces can be absorbed by the off-street car parks on Alma Street and Grandview Street, both of which have capacity to spare. In short, there will still be enough parking in the area to meet current demand.
