Eastern Road Turramurra streetscape and traffic management upgrades

Project Overview

Council is seeking community input on the proposed upgrades for the Eastern Road shopping centre in Turramurra. We have developed a revised concept plan for improving the pedestrian and car parking areas, with the goal of creating a more vibrant and welcoming neighbourhood centre.

Building on extensive community consultation conducted in 2022 and 2023, our updated plans address previous concerns expressed by the community and now include additional measures for traffic management and pedestrian safety.

The new concept plan is now available for public review. We encourage our community to examine the details and share their thoughts by completing our online survey or submitting written feedback.

Following extensive community consultation in 2022 Council developed an initial concept plan. While the community supported improvements, concerns were raised about proposed changes to parking arrangements, particularly the potential removal of angle parking on Eastern Road.

Following a comprehensive review of the feedback, we have modified our original approach. The initial recommendation to eliminate angle parking on Eastern Road was driven by safety concerns related to vehicle speeds, with the aim of aligning with NSW Safety Standards. Instead of removing angle parking, we have broadened the project's scope to maintain the existing parking configuration by introducing traffic-calming interventions that will reduce vehicle speeds.

Project expansion

The project has now been expanded to include a High Pedestrian Activity Area (HPAA). This new design incorporates traffic calming measures including two new roundabouts and a raised pedestrian crossing, and a reduction in the speed limit  to 40km/h on Eastern Road near the centre. Partial funding for the HPAA has been secured through a NSW Government grant.

Revised concept plan

The revised concept plan is now available for public review. We aim to meet community expectations around amenity, convenience, and safety.

Below is a summary of the main changes proposed to the areas as detailed in the concept plan

  • Existing parking in main carpark to be retained (32 spots)
  • Pedestrian footpaths to be widened and resurfaced near corner of Eastern Road and Tennyson Avenue
  • 45 degree short stay angle parking to be retained on Eastern Road with resurfaced footpath (11 spots)
  • New raised concrete walls, seating and planting and bin enclosures
  • New raised platform at intersection of Eastern Road and Tennyson Avenue
  • New pedestrian crossings at intersection of Eastern Road and Tennyson Avenue
  • New indent parking at Tennyson Ave (6 spots)
  • New pedestrian crossing at main carpark entry off Eastern Road
  • Proposed one-way exit to Tennyson Avenue
  • New 40km/h speed limit on Eastern Road between Chilton Parade and Worcester Place/Alice Street
  • 2 new roundabouts at:
    • 1) junction of Chilton Parade and Eastern Road, and
    • 2) junction of Worcester/Alice and Eastern Road
