Why review the plans?

After a local government election, Council is required to review its long and medium term plans for Ku-ring-gai. This includes the Community Strategic Plan, Resourcing Strategy and Delivery Program to ensure they reflect the needs and priorities of the Ku-ring-gai community and respond to contemporary challenges and opportunities.

The Community Strategic Plan outlines the long-term objectives for Ku-ring-gai over the next 10 years and is prepared in consultation with the residents, ratepayers, business, community groups and government agencies.

The Resourcing Strategy details how the strategic aspirations of Ku-ring-gai can be achieved in terms of time, money, people and assets. It includes a 10-year Long-term Financial Plan, 10-year Asset Management Strategy and 4-year Workforce Management Strategy. Initiatives within the Strategy are reviewed annually to ensure relevance against changing financial and asset information.

The Delivery Program outlines what Council intends to do during its term to progress the objectives and strategies in the Community Strategic Plan. This is Council’s statement of commitment to the community.

Council must also prepare an annual Operational Plan that details the projects and services that Council will deliver in the 2025-2026 financial year. This includes an annual budget, revenue policy and capital works program.

Summary of our plans

What the community told us

Since mid 2024, we have been listening to the views of residents, ratepayers, businesses, and community organisations. The community were asked what tehy like about Ku-ring-gai and what can be improved as well as what tehy think are priorities for Ku-ring-gai over the next 10 years, and ideas on how to address them.

Key priorities identified from the community engagement were:

Ku-ring-gai’s green spaces: The Ku-ring-gai community highly values its natural environment, including its green spaces, parks and bushland. In response to development over the next 10 years the community seeks stronger protection for green spaces, Ku-ring-gai’s tree canopy and endangered forests, implementation of sustainable development practices and Council to continue to proactively address climate change and sustainability.
Infrastructure and the built environment: Fit-for-purpose and well-maintained infrastructure including roads, footpaths, community buildings and adequate parking close to transport hubs are top priorities for the community. Emphasis was placed on connectivity between home, work, schools and shops highlighting the importance of road infrastructure, public transport and managing the impact of population growth.
Housing: The community expressed concerns about the impact of future development on the area’s character and heritage, and a need for balanced development that is sympathetic to the local environment. Also identified was a need to make housing more affordable, increasing community services and facilities and making existing local centres more vibrant and attractive.
Community and social cohesion: A strong sense of community and social cohesion are valued by the community with residents having a strong desire to live in a place where neighbours look out for one another and where there are opportunities to interact and support one another.
Transparent and effective governance: The community seeks improved community engagement and transparency from Council and their voices to be heard. Concerns were raised about the influence of the State Government on local planning decisions, a need for strong advocacy and an opportunity to have input on decisions that impact the area.

Council's priorities

The plans address the key priorities identified by the community through strategies in the Community Strategic Plan and Council’s commitments in its Delivery Program. These include:

Maintaining our beautiful natural environment while addressing increasing population growth and housing density.
Housing availability and affordability for residents.
Ensuring that development is supported by necessary infrastructure upgrades.
Prioritising community engagement and transparency so that the community understands how the Council makes decisions and what constraints can influence decision-making.

Council’s priorities over the next 4 years include:

Continuing to lobby the NSW Government for a measured and sustainable approach to planning policy and ensure that access to infrastructure keeps pace with this development.
Revitalising our local centres to increase opportunities for entertainment, social interaction and culture for residents.
Protecting our tree canopy by encouraging environmentally responsible development, educating property owners and working with community groups on tree protection and planting programs.
Continuing to work with partners on services that meet the needs of young people, older residents, and vulnerable members of our community.
Continuing to provide recreation facilities and modernising existing community buildings.
Improving our roads and footpaths and working with the NSW Government on public transport solutions and improvements to the Pacific Highway and key intersections.
Addressing Council's long-term financial sustainability.

Projects and programs for 2025-2026

Projects and programs for 2025-2026 detailed in the Operational Plan include:

$11.8 million for upgrading local roads and $1 million for traffic improvements
$9.9 million for local centre improvements including streetscape upgrades in Lindfield local centre and Gordon north to improve traffic flow and pedestrian access
$10 million towards the completion of the Indoor Sports Centre at St Ives High School in partnership with the NSW Department of Education
$2 million for the upgrade of other sporting facilities
$4 million for playground upgrades and nature play spaces including Mimosa Oval, Roseville Park and the Wildflower Garden
$6.9 million for upgrades to parks including Robert Pymble Park
$2.2 million for new and upgraded footpaths
$2.6 million for drainage and stormwater upgrades
$3 million for refurbishment of public toilets and amenities
Commencing construction of the Cultural and Environmental Education Centre at St Ives Showground.
Master planning for recreational use of the former bowling club sites in Gordon and Roseville
Revitalisation of the East Turramurra shopping strip to improve traffic flow and pedestrian access
